Artificial intelligence could add as much as 4% to Sub-Saharan Africa's economy over the next decade, but only if the region fixes its electricity, internet and digital skills deficits, an International Monetary Fund paper published Tuesday warned, adding that without decisive reform action, the actual growth dividend could collapse to as little as 0.2%.

The paper found that Sub-Saharan Africa ranks lowest on the IMF's AI Preparedness Index, with the region recording one of the lowest AI adoption rates in the world, behind every region except South Asia. The gap is attributed to shortfalls in digital infrastructure, technical skills and regulatory capacity that limit both adoption and the region's resilience to labour-market disruption.

Lead author Martin Schindler, Deputy Division Chief and Mission Chief in the IMF's African Department, said policy changes will be critical to unlocking AI's growth potential, warning that without them, many sub-Saharan African countries could see a decade of productivity gains of just 0.2%. The 20-fold gap between the best-case and baseline scenarios is the paper's starkest finding: AI is not a passive dividend that arrives with the technology, it is a return on investment in the infrastructure and institutions required to use it.

The underlying constraints are substantial. Around half of Sub-Saharan Africa's population lacks reliable electricity, and the region's broadband penetration remains among the lowest globally, with mobile internet connectivity concentrated in urban centres and poorly distributed across the agricultural and rural economies where the majority of the labour force operates.

The paper arrives as the rest of the world accelerates in the opposite direction. Investment in data centres, energy infrastructure and AI-linked digital networks is surging globally, and the IMF's July 2026 World Economic Outlook noted that the top net exporters of AI hardware posted an average first-quarter growth surprise of 4.4 percentage points against negative 0.3 percentage points for the rest of the world, a divergence that illustrates how quickly AI is widening the gap between economies positioned to benefit and those that are not.

For Nigeria, the IMF paper lands alongside the country's ongoing infrastructure challenges in stark relief. Despite improvements in crude oil output, financial sector reforms and digital payment adoption, Nigeria's electricity generation remains chronically insufficient, broadband penetration outside Lagos and Abuja remains limited, and the country's broader digital skills base is concentrated in a relatively thin slice of its 220 million population. The NIMC Act 2026 and the government's push to deploy the National Single Window and digital trade infrastructure offer some institutional building blocks, but the gap between policy announcements and the reliable electricity and internet connectivity that AI adoption actually requires is not one any single reform can close.

The IMF's message is not that Sub-Saharan Africa is losing the AI race. It is that the race has barely started for most of the region, and the infrastructure reforms needed to enter it properly are the same ones that governments have been promising, and underdelivering, for decades. The 4% figure is real. So is the 0.2%.
